In 1999 the 4" "TV" numbers were moved from the sleeve to above the shoulder
seam in 1999. Compare the 1998 Frank Reich with the 1999 Bryant Westbrook.
The Lions 2003 yearbook includes a feature entitled "History of the Detroit Lions
Uniform" that incorrectly states "In 2000, the Lions moved the numbers that were on the arm sleeves up to the shoulders".
Note the first appearance of the "trench cut" sleeves, with the stripes above the knitted cuff.
